LA considers paying residents to vote

The city of Los Angeles is considering a proposal that would pay people to vote.

It is against California law to pay people to vote a certain way, but there is no law preventing people from being paid merely to show up at the polls.

According to a report, a lottery would be set up and prizes would be awarded to people who cast a ballot.

Last year, the city's mayoral election had only 23 percent voter participation. Back in 2006, Arizona tried a similar plan but the idea failed to pass a ballot initiative with lawmakers.
