Ramsey: Deliveryman's Shooting By Police Looks Like 'Tragic Miscommunication'

Twenty-year-old pizza delivery driver Phillipe Holland is fighting for his life in a hospital and two plainclothes officers are facing an internal affairs investigation after a police-involved shooting Tuesday night.

Investigators say the two officers, responding to a call of shots fired in the area, arrived at 51st and Willows and saw Phillipe Holland with his hood up and hands in his pockets.

Police say the officers identified themselves and ordered Holland to take his hand out of his pockets. According to police, he rushed to his car and tried to drive away.

“He proceeds forward in the direction of the officers, they believe they're in danger , they discharge their weapons striking him three times,” said. Deputy Commissioner Richard Ross

Ross says officers fired 14 shots into the car from their .45-caliber Glocks. Holland was hit once in the face.

"He may have believed he was being robbed. Unfortunately, it appears it's a set of circumstances no one could have predicted," said Ross.

Holland works at Slices and More Pizza in Upper Darby. He was making his last delivery of the night Tuesday. His boss says he works days at the airport as a baggage handler and two nights a week delivering pizza.

"Guy's been a gentleman, a scholar for a 20-year-old nowadays. That's hard to find. Integrity, honest shows up on time, does his work," said co-worker Tony Spirokostas.

Holland's next door neighbors were stunned.

"I'm just really shocked. I can't believe it," said one neighbor.

Neighbor Roy Taylor said, “Very, very nice, good neighbor, very nice person to be around. What more can you say about him.”

Philadelphia Police Commissioner Charles Ramsey had this to say about the shooting Wednesday: "It looks like a tragic miscommunication, misunderstanding -- however you want to characterize it. You have an individual who is a hard-working man. I'm told he has three jobs."

Holland remains in critical condition.
