Arrest caught on camera, video shows officers punching suspect

Posted: Updated:

Mesa Police launching an investigation after the video of Mesa Police Officers arresting a fugitive surfaced on social media Thursday. The video shows officers punching and slamming a suspects head against the ground near 44th St & Broadway in Phoenix.
Police say they are not jumping to any conclusions but they are telling a little more about what led up to this. Authorities say there were 3 people inside the suspect's car when officers approached. Two of the people inside put their hands up but it appears the suspect had other plans.
"Why are they punching him" asked Dustin Fairchild as he taped officers hitting a suspect and slamming his head into the pavement. Fairchild got a good look at the bloody suspect when he was in custody. "It just seemed really excessive, if you have 3 to 4 officers around him they should be able to restrain him at that point in time" said Fairchild.
But police say this video doesn't tell the whole story which began on Wednesday after the suspect 40 year-old Juan Carlos Arizmendi, a transient from Texas, allegedly tried to cash a bogus check and barricaded himself in a Mesa office building. At one point, he called 9-1-1 dispatchers and claimed to have a bomb.
During the barricade a police dispatcher asked him if he was ok, Arizmendi replied "I am going to start burning this place down so don't come in".
Officers sent in a police dog and that dog put the suspect in the hospital. After being told he'd have to spend a few days there, officers left Arizmendi but he escaped. "He essentially pulls iv's and tubes out of his body and exits the hospital" said Mesa Police Detective Steve Berry.
Thursday morning, police spotted him with two others in a motel on Main Street in Mesa. They believe he forced one of the two people to drive him to Phoenix. While driving to Phoenix officers moved in for the arrest.

Court documents say that, near the suspect officers found a flare gun painted black and when approaching the car they saw the suspect leaning over to the driver yelling "go-go!".

Assuming it was an attempt to flee, officers smashed the passenger window and pulled the suspect out. While the video shows officers throwing punches police point out it also shows the suspects hands were not behind his back."Unfortunately we have a gentleman who is very-very un compliant. They are struggling with multiple officers. Generally you think you have multiple officers you could simply pull his arms back. It is pretty clear in the video that although the officers aren't loosing, they aren't necessarily winning either" said Det. Berry.

The department's investigation is just beginning so the officers in the video remain on duty. The suspect is back in the hospital and Mesa Police insist he will not be escaping.
