Were The City Council Candidate's Comments Racist?

Hermosa City Council candidate John Bowler is raising eyebrows with some comments he made on Facebook. There was an article titled, "Police Dogs Only Bite Latinos and African Americans - Are They Racist?" Bowler -- who is running for city council and served twice in the past -- responded by saying, "As my young daughter would say ‘well, duh!' if minorities commit the majority of crime, they will probably have the majority of encounters with police and, by extension, police dogs."

FOX 11 asked Bowler why he made that comment.

"It is statistically true if you look at our prison populations, that the majority of convicted felons are minorities. It's just statistics.  That's just the way it is.  I certainly don't like that. I'm not in favor of that at all but that's just the way it is."

In that same Facebook post, Bowler also wrote, "Another factor might be that a lot but certainly not all white criminals learned that when an officer who is restraining a trained attack dog says ‘Freeze!' It is best to do just that! If you are too stupid to figure that out, than that's just the law of natural selection kicking in."

We asked Bowler if he's implying that minorities are stupid?  Bowler said, "No that was probably just a bad choice. The fact is that any criminal that runs from a police dog is stupid."

One of his opponents in the City Council race, Nannette Barragan made a post of her own. She said, "Hermosa Beach City Council candidate John Bowler posted this very offensive comment on Facebook about persons of color.  I am appalled by these comments and demand an apology."

Bowler says he wasn't trying to be offensive and doesn't think should apologize.

Voters will have to decide how they feel, come election day November 5, 2013.
