HENRY COUNTY, Ga. -

The FOX 5 I-Team has confirmed the identity of the fired police officer at the heart of a sex scandal in Henry County.

Public safety authorities have refused to identify the female officer because she filed an appeal, but FOX 5 I-Team reporter Randy Travis was able to confirm her as Erin Hudgins.

According to internal affairs, records two police sergeants had sex with Hudgins at separate times, both on and off-duty. Records say the bad behavior happened in a Stockbridge cemetery, outside a local church and in a Lithonia hotel after one of the male cops called in sick.

The two sergeants got demoted and Hudgins got fired along with two other male officers implicated in the investigation.

"The three officers that were terminated had disciplinary action that led up to that. That, in combination with the current case, is what led up to the termination," said Sgt. Joey Smith of the Henry County Police Department.

Following an Open Records request from FOX 5, the department released Hudgins' previous history of troubles. Hudgins, who joined the Henry County department in 2011, received a written reprimand after she crashed her patrol car in a traffic accident. She got another write-up for insubordination and a 40-hour suspension without pay for conduct with yet another Henry County cop, former Sgt. Matt Beaver. He was ultimately disciplined as well and eventually arrested on charges of stalking for sending "hundreds of emails and text messages" to Hudgins after she told him to stop.

FOX 5 gave Stockbridge Mayor Mark Alarcon his first look at the details.

"I don't know that we can go live with some the language that's in these documents," Alarcon said.

The mayor and City Council recently voted to stop using Henry County police and create their own city police department. County cops having sex in one of their cemeteries only reinforces their decision, Alarcon said.

"These are public officers that are being paid to serve and protect and they're doing these types of activities while on the clock," said Alarcon. "Things of misconduct and accidents or things of nature are going to happen. But you can control those things better at a local level."

Hudgins' lawyer, Steve Frey, said that his client believes that she was treated unfairly and that the information available "contradicts the position taken by the Henry County police department."

Hudgins and the other two fired Henry County cops could have their appeals heard as early as next week.

Prosecutors considered him their key witness, a longtime Gwinnett developer given immunity to spill what he knew about corruption inside county government. David Jenkins testified before a Gwinnett grand jury in 2010. He also met multiple times with prosecutors. Those interviews were videotaped. Four years later, prosecutors agreed to a no contest plea bargain with former commissioner Kevin Kenerly on one count of bribery. He will serve 10 years on probation and pay a $10,000 fine.
