Detroit unresponsive to neighborhood's plea to pay for extra services

Detroit residents say they're willing to pay to live in a Special Assessment District. One neighborhood even drafted an ordinance and sent it to the city in February, but has yet to receive a response.

A Special Assessment District (SAD) is one that charges a monthly or annual fee to homeowners in exchange for special services. The special services the Grandmont Rosedale Development Corporation says it's interested in is snow removal and some form of security. "There has been legislation passed at the state level which would enable the city to adopt an ordinance that would allow neighborhoods to enact a special assessment district in their community," Tom Goddeeris of the Grandmont Rosedale Development Corp. tells Fox 2's Randy Wimbley. Many in the Grandmont Rosedale Neighborhoods believe SADs are the answer to revitalizing Detroit, and they're not alone.

Several neighborhoods have joined forces and they're sending a letter to city hall in efforts to make the ordinance a priority. Some of the other interested neighborhoods are Brightmoor, the University District, and Southwest Detroit.

City councilman James Tate wants the ordinance on the fast track to council so it can be voted on. "For this piece of legislation to be in the law department since February of this year - that's absolutely ridiculous," Tate says. The ordinance could play a big role in cracking down on crime.

Grandmont residents say they've experienced several car thefts and break-ins, but are hopeful for the future. Goddeeris adds, "We really are on the comeback, but anyone looking to buy a home is going to ask themselves, 'Is this a safe, secure neighborhood?' And we just want to have a good answer for that."
