Jack Martin named new Detroit Public Schools emergency manager

DETROIT (WJBK) -

Governor Rick Snyder announced on Monday the appointment of Jack Martin to replace Roy Roberts as emergency manager of Detroit Public Schools.

Martin is a certified public accountant, native Detroiter and DPS graduate.

"He was the chief financial officer at the U.S. Department of Education," the governor said. "He helped us in Highland Park Schools, and he's been helping us as chief financial officer for the City of Detroit."

Snyder said Martin will take over where Roberts left off after his two year tenure during which he helped the struggling district make strides.

The governor said Roberts reduced the deficit by $251 million and produced balanced budgets.

DPS has also slightly increased its graduation rate, test scores have improved, and there is now a long-term strategic plan.

"Serving as emergency manager of Detroit Public Schools has not only been the toughest job of my career, but it has also been by far the most rewarding," Roberts said.

"In terms of financial structure, it has definitely improved," said Keith Johnson.

However, the Detroit Federation of Teachers president said academic performance should be better. DPS is still one of the worst performing urban districts in the country.

Martin said that is one place he plans to focus.

"If we look at the performance of our high school graduates, I think there are far too many of these kids that are not prepared for meaningful employment. They're not prepared to go into a college academic program. They may be reading at an eighth grade level or lower. They're not even prepared to go into our military with its increasingly more complex weapons systems," he said.

Martin said he does not plan any major changes. His first order of business will be to meet with school staff and students. Enrollment will be another focus, and he will continue to try to reduce the deficit, something that is expected to take at least two more years.
