CENTRAL ISLIP, N.Y. (AP) - A police internal affairs unit report has found that an off-duty Nassau County police officer unlawfully shot and beat an unarmed cabdriver after a night of drinking.
Newsday says Anthony DiLeonardo escalated a roadside dispute with Thomas Moroughan before shooting him on Feb. 27, 2011.
The report says a doctor who treated Moroughan after the shooting noted he was slurring his words, smelled of alcohol and was hostile. Moroughan refused to provide a blood or urine sample.
Moroughan and his partner, Officer Edward Bienz, remain on duty.
The unit's findings were issued July 31, 2012. The report didn't say whether the officers should be criminally charged and whether departmental charges it recommended were ever brought.
Police officials and Bienz declined to comment. DiLeonardo didn't return calls seeking comment.

Nassau County Police Commissioner Thomas Dale has been ousted and replaced after an investigation by the district attorney. The investigation was over a report that Dale told cops to pull over a county bus and arrest a witness involved in an election year dispute, according to Newsday.
Police have cited a Long Island woman for allegedly neglecting her two dogs, authorities said. A Suffolk County cop and an SPCA worker on Wednesday responded to a 911 call to the Deer Park home of Sharon Martinez, 55, where they found two pit bulls, Nina and Papa, severely emaciated and chained to a tree in the back yard, police said.
