3 Elgin residents charged with animal cruelty

Three Elgin residents have been charged with animal cruelty after nearly two dozen dogs and four cats, were found in their home, living in unsanitary conditions that have been deemed unfit for humans, as well as animals.

Members of the Elgin Police Department Animal Control Unit received a complaint on Friday regarding the care of animals in a rental property in the 100 block of Villa Street, a release from police said. At that time it was reported that there were approximately 14 dogs in the home and the health of the animals were in question.

When police got inside the property, they found a total of 22 dogs of varying breeds, along with four cats, which were taken away and brought to Golf Rose Animal Hospital for examination and care.

Three residents of that address -- Sherry L. Dove, 51, Robert A. Groves, 24, and Felicia V. Dove, 19 -- were arrested on the scene. They were each charged with one count of cruel treatment to animals (a Class A misdemeanor), violation of owner's duties (a Class B misdemeanor), and failure to inoculate (a Class C misdemeanor). All three were released on signature bonds with a 9 a.m. court date on June 7 in Elgin Branch Court.

Because of the unsanitary condition of the residence, which included animal feces throughout the living areas, code enforcement was notified and the house was immediately classified as unfit for human occupancy with a 24-hour notice to remedy the condition of the residence.

Elgin residents are reminded that the city has a restriction on the number of dogs being three per single family residence and two per multi-family residence. Anyone with a complaint or concern about animals within the city of Elgin is asked to contact the Elgin Police Department at (847) 289-2500 and request to speak to an Animal Control Officer.
