Video: Man takes picture up woman's skirt at Target store

PHOENIX -

It can make your stomach turn -- a man sneaking up behind a woman at a store and then trying to use his phone to snap a photo underneath her dress.

This happened at a Target near 99th Avenue and Lower Buckeye Road on October 17.

Police are releasing the video from inside the store, hoping someone will recognize the man who did it.

A man walks up behind a woman in the produce section, and while she bends over to look at something, he crouches to the floor and aims a cell phone camera up her dress, the video shows.

Someone in the store saw him and alerted the manager. The man was escorted out of the store. He was carrying a yellow motorcycle helmet.

He fled on a motorcycle without a license plate.

Shoppers we talked to are alarmed.

"I do not want to shop at a store he is shopping at, that is for certain, and he should not be on the streets as the mother of a daughter, that concerns me," says shopper Jennifer Tingwald.

"It is a horrible thing it is scary but my answer is he needs help. He needs to be off the street," says Ann Lishinski.

Police are concerned this deviant behavior could turn into sexual assault.

"It is hard to tell whether this will escalate or get worse or whether this is all this man is going to ever do, so we really do not know," says Phoenix Police Sgt. Darren Burch, spokesman for Silent Witness.

The suspect is described as a Hispanic male, 20-39 years old, 5'8"- 5'9", medium build, tattoos on both forearms.

He is facing charges of voyeurism. A reward is being offered up to $1,000 for information.
