Maricopa County Sheriff's Office deputies were called to a home in the area of Bell and 115th Ave Wednesday afternoon on reports of a "strong odor of marijuana."
Detectives served a search warrant on the home and found elaborate hydroponic equipment, along with 48 plants in various stages of growth, they said.
There were also 5 pounds of packaged marijuana inside, according to MCSO.
50-year-old David J. Bell and 42-year-old James McGuire were arrested. Both suspects had medical marijuana cards, but they did not have the appropriate licenses for distribution and growth.
The marijuana had a street value of $10,000.
Bell and McGuire were booked into the 4th Ave Jail on charges of marijuana for sale, marijuana possession and cultivation of marijuana.
