Former caretaker allegedly filmed, encouraged abuse of adult at group home

Police arrested a former employee at a group home in Surprise accused of filming and encouraging the abuse of a developmentally delayed adult.

22-year-old Brian Conley was arrested on Oct. 3 after police were given videos of a developmentally delayed adult being abused at a group home owned by the Tungland Corporation.

Conley used a cell phone to record the incidents and later sold the phone it to a co-worker. The co-worker gave it to his girlfriend, who later found the videos and contacted Adult Protective Services.

The videos show another developmentally delayed adult at the group home and one of Conley's co-workers abusing a man, police said. The videos of abuse were filmed over several months in 2010.

One video shows a vulnerable adult shaving the victim's face and pubic region as Conley records and watches the victim grow increasingly uncomfortable.

Another video shows a vulnerable adult kicking and slamming the victim onto the ground while the victim continually screamed, asking the man to stop. Conley allegedly filmed the entire incident, telling the victim to hit the man in the groin.

In another incident, Conley recorded video of a co-worker forcing a large amount of hot sauce into the victim's mouth, causing him to sweat, cough, and tear up, according to court documents.

Conley admitted to police that he filmed all of the videos but said he could not give a reason as to why he filmed them.

Conley told police "he hoped the victim would fight back and encouraged him to do so." He also told police he didn't think the shaving videos were a "big deal" but has realized now that it was wrong to allow it to happen.

Conley was booked on 6 counts of vulnerable adult abuse.
