A couple was arrested Thursday after a year long investigation into the alleged child abuse of their former foster children.
Police said 52-year-old Steven Holland is accused of molesting and sexual abusing foster children in his care. His wife 55-year-old Anna Holland is accused of child abuse for knowing what was happening and failing to report it.
In September of 2011, a 4-year-old boy told someone at his daycare that he was molested by his foster parent, Steven Holland.
The daycare reported it to the Phoenix Police department and Child Protective Services but police said there wasn't enough evidence to make an arrest.
Nevertheless, Child Protective Services took away the Hollands' license to be foster parents.
Shortly after the 4-year-old boy accused Steven Holland, police said another foster child of the Holland's made a similar accusation.
Detectives started a more thorough investigation into the Hollands' former foster children and over the last year, they found seven victims of various crimes: sexual conduct with a minor, sexual abuse, child molesting, furnishing obscene material to a minor and surreptitious video taping.
Holland also allegedly set up hidden video cameras in a closet and a bathroom.
Some of the victims were special needs children, police said. They can't be interviewed because of their diminished mental capacity.
Phoenix Police served a search warrant at the Hollands' home in Phoenix on Thursday. Officers found a 95-year-old woman in their care.
Both Steven and Alma Holland refused to speak with investigators about the investigation and were booked into jail. Alma Holland has since bonded out. Holland is held on $400,000 bond.
