Austin Police have charged 49-year-old Frederick Popp with sexual assault after they say he impersonated a police officer in order to rape a woman he met on a chat line.
According to police, the victim called a singles chat line just after midnight on September 25. Individuals call the chat line and can either leave messages for other people to listen to or chat with others who have called into the phone number.
The victim soon began exchanging messages and then phone numbers with the suspect. They agreed to exchange photos, but the victim told the suspect she was no longer interested in getting together after she saw his photo.
Court paperwork alleges that the suspect then told the victim he was an Austin Police officer with the vice unit. Popp then allegedly told the victim she had to meet him immediately to avoid arrest for prostitution. The victim agreed to meet with suspect.
Police say that the victim met Popp at a nearby church. He allegedly told her that he would not arrest her if she had sex with him. The victim got into the truck believing that they would have sex and she could then leave safely. However, Popp allegedly drove the victim to his apartment in South Austin.
Once at the apartment, police say that Popp had left a rifle lying out on the couch in plain sight. According to the arrest affidavit, Popp forced the victim to have sex with him. He then allegedly drove her back to the church and told her that she would have to have sex with him two more times or else she would be arrested.
Investigators say that The next day Popp tried to make contact with the suspect again. When she did not respond to the messages, police say he began to leave more messages that were increasingly threatening. Popp allegedly threatened to arrest her and her family. The victim decided that she would rather be arrested than have sex with the suspect again and told a family member. That family member contacted Austin Police.
The victim showed the text messages to detectives who were able to trace the number to Popp according to court documents. Detectives say the victim also police to the apartment where she was assaulted. Police say that apartment was the residence of Popp. Detectives also say that the victim identified Popp from a photo lineup.
Popp was arrested and charged with sexual assault. Investigators believe that they may be other victims. Anybody who believes they may have been a victim or knows anybody who may be a victim is asked to call Austin Police at 512-974-5230.
